ভোক্তা অধিকার সংরক্ষণ আইন :-
প্রতিটি নাগরিকই ক্রেতা বা ভোক্তা। ক্রেতা বা ভোক্তা হিসেবে রয়েছে তার ’অধিকার’। কিন্তু এই অধিকার কি তা জানেন না ক্রেতা বা ভোক্তাই। তাই প্রতিনিয়তই প্রতারিত হচ্ছেন ভোক্তা। নীরবে প্রতারণা সয়ে যাওয়া যেন অভ্যাসে পরিণত হচ্ছে।
ভোক্তা অধিকার সংরক্ষণ আইন ২০০৯-এর ৩৭ থেকে ৫৬ ধারা পর্যন্ত বিভিন্ন অপরাধে নির্ধারিত সর্বোচ্চ (৩ বছর) দণ্ড, মালামাল বাজেয়াপ্তকরণের শাস্তির বিধান রাখা হয়েছে।
এই আইন বারবার অমান্য করলে প্রতিষ্ঠানের বিরুদ্ধে পূর্বের জরিমানার দ্বিগুণ করারও বিধান রাখা হয়েছে। এই আইনে কোন ভোক্তা যদি নির্দিষ্ট কোন অভিযোগ করে সে অভিযোগের ভিত্তিতে জরিমানা করা হলে আদায়কৃত জরিমানার ২৫% তাৎক্ষণিকভাবে অভিযোগকারীকে প্রদান করার বিধানও রাখা হয়েছে।
কোন ভোক্তা নির্দিষ্ট কোন অভিযোগ করলে ৩০ কার্যদিবসের মধ্যে সে অভিযোগ নিষ্পত্তি করার বিধান রাখা হয়েছে। লিখিত অভিযোগ ছাড়াও মোবাইল, ফোন, ফাক্স, ই-মেইলের মাধ্যমে অভিযোগ করা যাবে। এই ক্ষেত্রে অভিযোগকারীর পূর্ণ নাম ঠিকানা লিখতে হবে।
ভোক্তার অভিযোগের ভিত্তিতে ভোক্তা অধিকার সংরক্ষণ অধিদপ্তর দুই পক্ষকেই চিঠি দিয়ে শুনানির দিন ধার্য করে থাকেন। ধার্যকৃত দিনে উভয়পক্ষের বক্তব্য শোনার পর দোষী ব্যক্তি বা প্রতিষ্ঠানের ব্যাপারে আর্থিক বা শারীরিক বা উভয়দণ্ডে দণ্ডিত করে থাকেন।
